France before the crisis seemed stable, it wasn't running a huge deficit as we can see in the chart. 

Beetween 2000 and 2008 the range of the deficit difference was from -1.32%  in 2000 to -3.26% in 2008. Before 2008 we can see also that in 2004 the deficit reached a high -4.02% and this was before crisis announcement.

The highest fall was in 2009 reaching a deficit of -7.17%, which marked a big difference.

After this year, there were a slow recovery on the deficit.
